Bug preparing radiotap header while saving in libpcap format

Hi,

When we use the option to save the capture in libpcap, filling the rate info is leading to some confusion.

Eg: If a packet is captured with 11N rate MCS 11, then while preparing the radiotap header

    omnipeek is using both RATE and MCS fields which is not necessary, either one is fine. In this case MCS info is fine.

    Also it is not encoding the MCS rate properly in the RATE fields (the MSB 1 indicates MCS and MSB 0 indicates Legacy Rate)
